My 2018 return was rejected does this mean I didn't file will it show I didn't file my taxes

If your 2018 return was rejected and you did not follow up and fix  it and re-file or print, sign and mail it instead, then no, it has never been filed at all.  You can still mail it.    E-filing is closed for 2018 returns.

When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s.  Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.
