Missouri tax filing issue

I have tried filing my Missouri state tx seven times now.  The first six rejections were the Mo Form A error that required an update.  Today the error is TY24_MO_SecD_HoldRule again requiring an update.  I updated it this morning.  why is it still rejecting?  this is pretty frustrating.

Do you have any Kansas City tax forms in your filing?  Or do you need Form MO-CR if you paid tax in 2 states?
