My minor son made $4,627 as an independent contractor.  Does he have to file taxes?  We claimed him as a dependent

Minor filing with a 1099-misc

Yes, he is required to file a tax return.  However, when preparing his return make sure to indicate that he was claimed as a dependent on your return (see attached screenshot)
