Hello,
My wife and I received a state income tax refund of $909 from Minnesota in 2022. I've entered the $909 on the TurboTax questionnaire. However, I need to know whether to enter $0 when TurboTax asks for "Total of all payments and withholding" on its "Tell us about your refund" page. I clicked the "What does this include?" link and found the language confusing. The wording of the question suggests that I should enter my 2022 tax withholding and any other tax payments from 2022. That doesn't seem correct, since my $909 state refund was for tax-year 2021. We do have tax withholding for 2022 in 2022. I've pasted the TurboTax language in red text below.
What does this include?
Add up any payments you made to your state or locality, along with any state or locality withholdings from the previous tax year, including:
- Amounts withheld on your W-2, W-2G, and 1099
- Estimated tax payments for 2021 (including any paid in 2022 for 2021 - it's common for the fourth quarterly payment to be made in January)
- Overpayment from 2020 applied toward your 2021 return
- Payments made with an extension of time to file
- Refundable credits
You can find most of this info on your 2021 state tax return. Do not include balance due payments made with (or after) filing a return.

If you did NOT itemize deductions on the federal 2021 return then you don't need to enter your state refund at all and you can skip all of that nonsense.
