If I did not work last year and have no W2 forms do I still have to file on market place ?

I'm not sure what you mean by "market place." Do you mean that you had health insurance from the Marketplace ("Obamacare")? If you received a Form 1095-A you are required to file a tax return.
It depends. Does your Form 1095-A have amounts for Advanced Payment of Premium that were sent to your insurance company? The advanced payments will be shown in the third column. If you had advanced payments, you must file a tax return and complete Form 8962 - Premium Tax Credit. Refer to the IRS website The Health Insurance Marketplace for additional information.
Also review the TurboTax article Can I File an Income Tax Return If I Don't Have Any Income? If so, you will need to file a tax return to reconcile your Premium Tax Credit by completing Form 8962.
