When will form 8911 be available? And if I installed a charger in 2018 will I qualify for a Credit?

Looks like the credit does not apply for 2018. Congress has not reinstated it at this time. Not sure why it is listed in TurboTax as "Available soon"?

I purchased the chargers in 2017. And installed them in 2018. I am waiting for the form to claim the purchase if I can’t claim the install.
