Local Taxes - Duplicate Locality Names

I have two rows in my local taxes with the same locality name, throwing an error. Box 18 for each row has different dollar amounts, and box 19 has different local income tax dollar amounts. I've been reading it's appropriate to combine rows when faced with duplicate localities. However, with box 18 having different values, please advise how to correctly combine rows when this is the case.
