Like 20 has a locality name and an amount in it. Is this amount supposed to be for like 18 or 19 or do I just leave it all blank

There should not be an amount in box 20; only a name.   You may need a corrected W-2 from your employer.   Are you sure the numbers in box 20 are not part of the locality name?  

Line 20 is tied to boxes 18 and 19.   Fill in all the information from your W-2.   You only need to enter the name in box 20; you can abbreviate it if needed.    TurboTax needs to know where the taxes withheld in Box 19 went.
