You have quite s story, but you did not actually ask a question -- we do not understand what kind of help you want.
You had a problem getting a W-2--but you do have an image of it--so that's a start. Is it for 2019? Or some other year?
You also say you have W-2's from several past years. Did you file tax returns for those years? If not, you can still file returns for as far back as 2016 using TurboTax, Today is the LAST day you can send in a 2016 return--after today, any 2016 refund is forfeited.

Used to have a picture of it. I haven't had the misfortune of being desperate enough to work for him in almost 2 years.
And getting a copy of it from him in the first place was like pulling teeth and for some reason the system won't let me finish my return without my earnings from 2018/2019.
And it's very specific about me confirming that I am telling the whole truth and nothing but the truth. Which I can't because I have zero idea other than somewhere in the ball park of ~$12k

Cuz in these hard times. You tell me with a straight face that the IRS will get back with me about old numbers within 2 business months.
I'm working 6 days a week and if the IRS is anything like my energy bill. I'll have $3.50 left of my ~$1,200 return by then.
If you are getting a refund, there is not a penalty for filing past the deadline. If you owe taxes, the interest/penalties will be calculated by the IRS based on how much you owe and when they receive your return and payment. The IRS will bill you for this; it will not be calculated by TurboTax.
E-filing for 2019 returns will be open until October 15 2020. After that, e-filing shuts down and a 2019 return has to be mailed instead.
There are several ways to get W-2's if you cannot find your W-2 or the employer is difficult.
You might need to phone, drop in, email and/or snail mail an old employer to make sure they know where to send your W-2.

Now you have mentioned something about a "1099 job." If you worked as an independent contractor you can report that income whether you received a 1099Misc or not. It is self-employment income and can be entered as such with or without a document.

If, after contacting the IRS, you still do not have your Form W-2, you have two choices:

2. Ask for more time to file by using Form 4868, Application for Automatic Extension of Time to File U.S Individual Income Tax Return.
