That sounds correct. There are separate fees for using Deluxe to prepare your federal return and your state return if you used online software, and if you chose to have those fees deducted from your federal refund, you agreed to the extra $39.99 "refund processing fee" to have a third party bank remove your fees from the federal refund and send you the rest of your refund.

You meant Jan 2019, right? The extra 39.99 was not to file both federal and state together. In fact Efiling is free. The Pay with Refund charge is to have the Turbo Tax Preparation fees deducted from your federal refund. You could have avoided that by paying the fees with a credit card and still efiled and get Direct Deposit.
Did you file yet? You can remove the 39.99.
