I am a flagger on the roads, and receive a fringe benifit, would the fringe benifit be excluded, due to it being hazordess

It would depend on what the fringe benefit is.  If it is a premium or upgrade in pay it would be fully taxable.  if something else, you would need to describe what it is for anyone to tell you.
