Where you are located in the world is not relevant when e-filing a tax return, only that you have an internet connection.
If you e-filed your tax return and the IRS rejected the return then TurboTax would have sent you an email to the email address on file for your account. The email would have had the rejection reason and the rejection code. Look in the spam or junk mail folder for a TurboTax email.
Verify that your email address is valid for your account.
