No.   Information flows from the federal return to the state return.   You cannot use this software to prepare a "stand alone" state return.   Many states have websites you can use to prepare a return on the state site, or you could get the paper form and prepare it by hand.

TurboTax does not have a stand-alone state program.

Most all states now have the ability for you to file a free state tax return on the state department of revenue or taxation website.
