Is Payer's TIN and Federal ID the same thing? They do not match from default Federal ID # from 2017, and the Payer's TIN # on my 2018 1099-R. Please advise?

Yes, those relate to the same number. The "Payers TIN" is the tax ID of the 1099R issuer .
