Is national guard pay considered active duty pay?

It depends.

Persons in the Reserve or National Guard are not full-time active duty military personnel, although they can be deployed at any time should the need arise.

For National Guards, you earn Active Duty pay any time you’re deployed for any reason.

Otherwise, you will pay income tax only on your base pay and any upgrades or bonuses received while serving overseas are exempt.

Drill pay is military status and we fall under Title 10 on those weekends. So yes, that would fall under active military pay. You should receive a separate W-2 for the Reserve Component; if you're full time Title 32 (that's usually a Federal Technician) and that's considered a civilian and you will get a different W-2 for those wages.
