Is my balance due a continuation of what i owed last year

i owed last year and set up a 36 month payment plan. i claim 0 in order to not owe money at the end of the year, but i owe more than $2500. Is this the balance from last year/my payment plan?

No, the results of your 2016 tax return are only for 2016. If you still owe the IRS, that is not included in anything you are seeing on your 2016 tax return.
