Is Medicaid considered ACA insurance

No ... Medicaid is NOT Affordable Care Act insurance.  It is, most often, a state run program where ACA is federal.  Proof of this is that Medicaid plans do not send out the 1095-A for proof of insurance and premiums paid, ACA plans are required to provide this form to their insureds.
