Is Harvard Community Health Plan in Massachusetts considered "marketplace health Insurance"?

No, Harvard Community Health Plan is not a marketplace health insurance.

The Health Insurance Marketplace is a service run by the federal government or the state which provides health insurance to anyone.  If you would qualify for a Premium Tax Credit, you must purchase your health insurance through the Marketplace.  The following states and Washington, D.C. run their own Marketplaces: California, Colorado, Connecticut, Idaho, Kentucky, Maine, Maryland, Massachusetts, Minnesota, Nevada, New Jersey, New, Mexico, New York, Pennsylvania, Rhode Island, Vermont, Washington

Health Connector is your state's Marketplace. Visit Massachusetts’ website.
