i figured... turbotax gives an option in the next step to enter special conditions and among them there is a box "Was this California Middle Class Tax Refund". When i check that box, the magic happens.
Actually you don't need to enter the 1099Misc at all.
1099-misc clearly states this information is being provided to IRS. In which case, i must inlude in my returns as well. There has to be some criteria when i don't have to report 1099--misc, but that i do not know.
