It can be - if you had insurance through a state program, such as Medicaid, then yes you would receive a Form 1095B. However, if you purchased a marketplace policy (Affordable Care Act) from your state's marketplace exchange (i.e. you go a premium tax credit), then you would receive a Form 1095A.
