Unfortunately, after spending 90 minutes on the phone with first-level customer support who just went around in circles, seeming never to understand the issue (actually marking my issue as resolved while I was on hold with them, offering me links to an unrelated issue), I finally convinced them to let me speak to a supervisor who agreed it was much easier to refund me for the purchase of the Indiana state return and I'll just fill out Indiana's PDF myself.
So, as a result, my Indiana return is no longer available in my return. To reproduce the problem, try to file a return that contains the IT-40RNR (non-resident Indiana income but resident of a reciprocal state). In my case, the numbers entered in 1A, 1B, 2A, and 2B were all entered by me. TurboTax failed to fill in any of the other fields on the form.
Same exact issue. Turbotax just blatantly doesn't fill in the form....guessing there was no way around this? I don't hugely mind having yo fill it out and mail it, except of course never knowing if it actually got filed.......Assuming I'll never get that fee back from TT though

For the case where you did not have an Indiana employer as of the first of the year and you selected one of the OUT-OF-STATE options for your county of employment, you should NOT enter any Indiana income in the next screen.
Leaving the Indiana income blank will eliminate the e-file error and allow you to get a refund of the Indiana state income tax that was withheld.
If you did have an Indiana employer the first of the year and you selected an Indiana county where you worked, then the county tax is calculated and reported correctly on Form IT40-RNR.

I have filed twice and received this same error both times. I have the deluxe desktop version and it will not let me edit the income and deductions tab in the 2021 Indiana taxes. How am I supposed to ensure that the Indiana income tab is blank when it doesn't even provide me the option to fill it in?
Try using the "Forms View" at the top right. Find the IN form IT-40-RNR in the left hand menu. Select the form. You can directly enter lines 1 and 2 there. The others are calculated fields.
