I finished (nearly) 2021 Returns and I have the file. I had to reload Turbo Tax on my desktop, and it doesn't seem to reference 2020. How can I incorporate the 2020 tax file into the existing 2021 tax file?

It's not clear what you mean by "incorporate." Do you mean that you want to transfer information from your 2020 tax return into your 2021 tax return? You can only do that when you first start the new 2021 tax return. If you didn't do it when you started your 2021 tax return, there is no way to do it now without starting over. If there is any information from 2020 that is missing from your nearly complete 2021 tax return, you will have to enter it manually.
I may have been unclear. when I ask Turbotax 2021 to open the 2020 file, it starts a NEW 2021 file on the software instead of incorporating it with existing 2021 file. I can't start over since I can no longer import data from institutions for 2021. However, that data is already on the 2021 tax file I have basically completed.

Sorry you are out of luck. You can only Transfer a prior year into a new blank return. So you would have to start a new 2021 file to transfer from 2020. Nothing you can do.
