Income reported in box 1 and box 7 on a 1099-misc. What do I do about box 18?

I have a 1099 with income reported in both box 1 ($2048.50) and 7 ($1200). I know I need to report these separately in TurboTax, but what do I do about the amount reported in box 18 ($3284.50, the total of the two amounts)?

That box is the total for state income. TurboTax will flow the two boxes appropriately to the state return. I would not enter anything.

Just to be clear, you wouldn't enter box 18 on either of the entries?

That's correct - the separate entries you're making will all end up in the state return.

Box 18 is meaningless, unless there are also in entries in boxes 16 and 17.
The entry in box 18 just means that your state tax dept.  (the state shown in box 17) knows you had this much 1099-misc income.

Box 16 is empty, box 17 has the state I worked in as well as the TIN of the payer.
