In form 2210 in TurboTax 2018 Premier, line 8 (Max required annual payment based on prior year's tax) is not the same as line 6 (Tax liability for Form 2210) on the Federal Carryover Worksheet. Is this a bug?

Line 8 on 2210 turned out to be 110% of line 6 on the carryover worksheet.
