Call Fidelity and ask them to clarify the differences between the offers, and how to access them. From what you posted here, it looks to me like you only get the free offer if you have your refund direct deposited into your Fidelity account, but ask them. I don't know how they would coordinate that with TurboTax. Also, on the screen where you see the offer, look for any fine print or footnotes at the bottom.
What worked for me was changing a field on my personal info. I had completed my taxes, logged out of Turbo Tax and then, a few days later, returned to Turbo Tax and no longer had the discount. Changing a field (probably any field on my return would have worked) probably forced a refresh of data (cookies) back to Turbo Tax servers and picked up the Fidelity discount cookie. Yes, I am a software developer.
