In 2017 we re-adopted our son which we adopted internationally in 2016. Can we now claim the $5,000 in adoption expenses on our 2017 Wisconsin State taxes?
We took the international adoption credit on our 2016 Federal taxes but did not claim any adoption expenses on our 2016 Wisconsin taxes because we did not meet the criteria of having a final decision from a Wisconsin court. The re-adoption now in 2017 does provide this final decision from a Wisconsin court. Can we claim these expenses on our 2017 Wisconsin tax return?

Yes, according to the WI Department of Revenue:
"Adoption Expenses If you adopted a child for whom a final order of adoption was entered by a Wisconsin court
during 2016, you may subtract up to $5,000 of the amount you paid for adoption fees, court costs, and legal fees
relating to the adoption. You may include amounts paid during 2014, 2015, and 2016. Don’t count amounts reimbursed
under any adoption assistance program. If you adopt more than one child during the year, you may deduct
up to $5,000 of adoption expenses for each child.
