I asked for refund to cover next year's estimated taxes, but received a check. Why?

I asked for my refund to be spread out over four allocations for estimated taxes for 2019, but received a check from IRS for a totally random amount. How do I find out  why? What happened, and how this affects my estimated tax payments for 2019?
