The tax code repeals the penalty for not having health insurance in tax year 2019 and future years.  It does not affect tax year 2017.

For Tax Year 2017, the IRS will not consider a return complete and accurate if the taxpayer does not report full-year coverage, claim a coverage exemption, or report a shared responsibility payment on the tax return.

As a side note, the "Individual Mandate" will still exist.  So it is still the law to have health insurance.  However, the penalty for violating that Individual Mandate will be $0 starting in 2019.
