If I switched jobs in Oct 2017 and received my W2 from my current employer but not my last via ADP. Will I receive an electronic W2 via ADP as well by January 31 2018?

Whether you will receive a W-2 from your old employer via ADP will depend on whether your old employer used ADP's services, or not, and if they have chosen to provide electronic W-2's.  

January 31, 2018, is the last day to mail W-2's if that is the method your former employer has chosen to deliver W-2's.  In that case, it will be mailed to your last known address.  This is often the case with former employees as access to your payroll records is usually restricted after you terminate your employment. 

If you have not received your W-2 in a week to 10 days after January 31, you may wish to contact your former employer to find out if and where it was sent or if you can access it online.
