If I start TurboTax Assisted (the Full Service), can I get a single expert to assist me with filing in both Canada and the US?

I am a Canadian citizen and became a US permanent resident this year. I started the year working under Canadian payroll and started under the American payroll in August 2023.

You can only get assistance with a US tax return when using the Live Full Service Tax Experts.

Understood but would I be able to choose a Tax Expert who has knowledge of both the Canadian and U.S. tax requirements?

No.  The TurboTax experts are only proficient with the US tax returns.

You can ask if there is an agent with Canada experience, but you will still only get full service for a US return.
