If I sent a 1099-MISC to a contractor so she would have it for her records, but the amount paid was less than $600, should I have provided a copy of the 1099 to the IRS as well? If so, how do I do that?

No. The IRS only requires the 1099-MISC be filed when the amount paid is $600 or greater.
