If I paid overseas (not U.S. citizens) independent contractors to do web development/programming work for my company, am I required to send 1099 forms?

I used multiple contractors, but they were paid more than $600 (each) in total.  Since they are foreign citizens, working in other countries, I don't think they are required to pay taxes in the United States.  But, while filling in the information on TurboTax, if I say I paid someone more than $600, it says I am required to send a 1099.  I think they are assuming that, if you answer yes to this, you are talking about paying someone in the U.S.

You do not have to send a Form 1099-NEC to a foreign contractor if the services were performed outside the U.S. You should get your contractors to sign Form W-8 BEN.

You do not have to send a Form 1099-NEC to a foreign contractor if the services were performed outside the U.S. You should get your contractors to sign Form W-8 BEN.

If I paid an independent contractor to do the work, am I considered the beneficial owner? Should I fill out the W-8BEN form with my own information and ask the independent contractor to sign it?
