If I owe a certain amount on my taxes, will it give me the address or phone number to call the irs or send checks to when i file?

When you file it will offer you payment options for the taxes due.  Whichever option you choose the system will walk you through what to do next.  If you choose to mail a payment the instructions on where to mail the payment will be included.

Do I have to enter a plan and pay a set amount each time or can I pay what I can out of each check on my own and try to pay it off as soon as possible? Can I pay with personal check?

You can pay the IRS any way that you want.  If they think that you aren't doing it fast enough you'll get letters letting you know.

Yes, you can pay with a personal check.  Or pay online using a personal checking account.
