Yes you can file a tax return. You should be eligible for some earned income credit and probably a refund of any federal income tax withheld. If you made at least $3000, you should also be eligible for some additional child tax credit. If your income is reported on a 1099-MISC or no form, you will owe 15% self employment tax even though you may not owe any federal income tax.
