If I got paid around 20k in unemployment for the year 2020. I had my taxes withheld and I received $2600 refund. Does the $10200 unemployment tax credit apply to me?

I already got a return but I want to amend and add in 10200 tax credit. Would that hurt or help.

TX has no state income tax--so you do not have to worry about amending a state return for unemployment. Wait for the IRS to recalculate your federal refund sometime in May.
