If I e-file my return can I then set up an online payment agreement with the IRS

I owe more than I will be able to pay to pat by April 18.  I want to e-file , then pay about 1/3 of the amount due before April 18th and then setup an online payment agreement with the IRS to pay the remaining on time using the debit option from my checking account.  Can I do this or must the tax forms be mailed in for me to setup the OPA>
