I would like to change line 10 & 15 in Part 2 payments to 0.00 since I did not pay anything for the extension.

I put the amount I would pay the state. Thinking I could pay it with my Fed refund. I believe I am losing 674.00 on my fed return.

I just need clarification so I can answer your question.  Did you file your extension and indicate that you were paying an amount towards your tax liability but you didn't pay it?

Yes. I did not pay it. 

I filed an extension because I was waiting on the cost of the home improvements from 2024. At that time I had a tax liability to pay. But after the home improvements information was entered I had a FED tax refund. But I thought I could pay the state tax I owed and entered that amount in line 10 & 15 for the extension payment. I cannot go back and change that to either 0.0 or what it should be.

You need to edit the Estimates and Other Taxes Paid section of TurboTax.   Click Update next to Other Income Taxes.   Then click on Update next to Payment with 2024 federal extension and delete the amount there.   This will remove the amount on your Schedule 3, Line 10 (and 15).
