You are completing a 2021 tax return and you are filing as Married Filing Jointly in 2021? Is this question concerning the 2020 AGI? If so then you enter your 2020 AGI and your spouse's 2020 AGI. If your spouse did not file a 2020 tax return then indicate that where asked.
