A Form 1095-B is not entered on a tax return. If you received state Medicaid you do not report the health care insurance you received from the state and Form 3853 is not required.
Thanks so much. But I tried to file my State through Turbo tax and is not letting me. I put I received Medi-Cal. It said: Based on your situation, the penalty has been waived!. But it's still asking for the Form 3853. What do I do?

If the state requires the Form 3853 even though you have no penalty then you will have to include the form with your state tax return.
The California Form 3853 has not yet been finalized by the state for filing with the 2020 state tax return. It is schedule to be available on 02/11/2021. Until it is available you cannot e-file the state return.
Additionally, state tax return cannot be e-filed until after the federal tax return has been e-filed and accepted by the IRS.
The IRS will not be accepting a 2020 federal tax return until February 12, 2021.

I also have medical, but received the same notification. However, when I entered my email address to receive notifications on when this form will be ready, I was able to move on to file my taxes.
May I go ahead and file my 2020 taxes now? Will Turbo tax automatically include the form once it is ready? Or do I need to wait until February to file because of an input Turbo tax requires?

Yes, you may file your taxes now. Once the form is ready, it wlll be automatically included on your return. There are federal forms that may not be available yet. IRS starts accepting application by February 12, 2021. On this date, IRS will also starts processing stockpiled returns on a first in, first out basis.
