I was charged $59 twice for my refund. Above the $40 fee for paying out of my refund. Why?

Did you file a federal and a state return?  When you use online software there are separate charges for federal and state.  And.....you did not "have" to choose the $40 refund processing fee.  That can be avoided by paying the fees upfront with a credit or debit card BEFORE you e-file instead of having them deducted from your federal refund.

How can I see my TurboTax  fees?

Easy there, - I never said I “had” to. I was clarifying the different charges. Sheesh

Is one of the $59 charges pending? If so, it will likely fall off in a few days.

There are users who do not understand that they can avoid the refund processing fee. Those were my routine words of caution for you---next time---and for anyone else reading the posts in the user forum.
