I've entered an address in payer section of the 1099-R section about 15 times now and it is not saving. The address is correct. Why isn't TurboTax working?

Sounds like an issue with your browser.  Use Chrome browser and clear browsing data for all time before logging in.  Hope that fixes it.

after clearing all address fields, start with the zip code.

keep the town that TT populates from that.
