I understand my 24 year old child is not a dependent on my federal taxes since she made $9000. What about CA state taxes? Can she be dependent in CA and not federal?

No, your child cannot be claimed as a dependant in California she does not qualify under the age test. The child to be a dependant must be younger than 19 years of age or younger than 24 years of age if a full-time student.
