The settlement may or may not be taxable depending on what it was for.  We need more details.

 

Anything you do with the settlement after you receive it is completely separate.  Gifts are not taxable or tax deductible, and they won't change the tax you owe on the settlement, if any.  Gifts more than $18,000 per person per year must be reported to the IRS, but payment of gift tax is not owed unless your lifetime gifts are more than about $14 million.
