I received a bill for 2021 taxes for $1,713.68 which is due ASAP. According to my records, I paid. IRS and they stated that I didn't paid. I'm very upset.

You will have to discuss this with the IRS. TurboTax has no way of knowing whether you paid your taxes. The payment does not go through TurboTax, it goes to the IRS.

You can call the IRS: 1-800-829-1040 hours 7 AM - 7 PM local time Monday-Friday.

Be ready to give your: Social Security number and birthdate, Filing status: Are you single, married, or head of household? and any prior communications from the IRS. 

Gather together all the documentation that you have to show that you paid your taxes for 2021.

You only proof that you paid your tax due will be your own bank or credit card records.  TurboTax never knows if you paid your tax due.  Even if you entered information into the software for a direct debit, TT never knows if that payment went through and if the IRS (or state) actually was paid.  It is your responsibility to watch your account and make sure your payment is made.
