I printed my returns and I got 4 2018 Form 1040-ES Payment Vouchers indicating I owe $648 in Federal Tax. However, my Federal Returns show I'm getting a refund. Why?

Those are not for your tax due. Those are 1040ES quarterly estimated payments for NEXT YEAR. The are pre-payments so you don't end up owing next year. They are optional to pay and don't get sent with your return. You can get them when you have a refund. I do every year. Turbo Tax thinks you need them. Did you get a one time jump in income like a 1099R? Or a lot of investment sales?
