If you know how to properly apply your federal return to your GA return (what transfers and applies, etc.), you can certainly choose to file any way you choose.  I know that many states offer free filing via their websites.

In TurboTax, the federal return information automatically transfers into the state return when you prepare them together.  There is no e-filing fee for a state return prepared using the Online platform.  How you proceed is completely at your discretion.
