I owe federal taxes and selected the payment plan option. Taxes were e-filed, what now? How do I pay?

I've never done this but it would seem to me that the IRS needs to accept your return before Turbo Tax or the IRS can create the payment plan. If you look at the PDF of your return is there a form requesting a payment plan? Look to see if "Form 9465, Installment Agreement Request." is part of the PDF.  This might help you understand what to do next.
