If you see a charge of $40 that's likely the additional service fee for choosing to pay the fees out of the Federal refund.
I can tell you how you may be able to use a different product.
You appear to be using Live Premier Edition, which is a paid version--$170 for Federal and $55 for state (if applicable), and if you choose to pay the fees out of your Federal refund, there is an additional $40 service fee ($45 for California filers.) I'll tell you how you may be able to downgrade below, and also information about the 2 free products. Read this whole long post before making a decision.
The Live feature you currently have is an upgraded version of Premier that has live on-demand help from a CPA/EA tax expert during return preparation and a review of your return prior to filing. It adds considerable cost to the return, unless you want that feature. That Live part can be removed if not wanted, and we can tell you how. Once removed, however, then regular Premier is $90 for Federal and $50 for state.
But the question is "why" are you in Premier in the first place? Do you have income items that require Premier? For instance, do you need Schedule D for capital gains/losses from sales of stocks/bonds/mutual funds? Do you have rental/royalty income that requires Schedule E? Do you have a K-1 to report?
If you don't need Premier, you may be able to use a lower edition. See this:
FAQ: Can I downgrade to a lower-priced version of TurboTax?
I'll also tell you about the 2 free products.
The regular Free Edition is for very simple returns and not everyone can use it. Certain forms are not available in Free Edition and require an upgrade to Deluxe or higher, such as one of Schedules 1-3, itemized deductions, education credits, student loan interest, retirement savers credit, etc. Did you start in Free Edition and had to upgrade? If you haven't already paid or registered, and if you are sure you don't need Premier, you can use the "Clear and Start Over" feature to choose Free Edition, but depending on the complexity of your return you may not be able to use regular Free Edition. If you need to itemize deductions, for instance, or have one of the Schedules 1-3, etc., you won't be able to use it. See this FAQ on some situations where one cannot use Free Edition:

If you have a very simple return, don't need Schedules 1-3, and are sure you don't otherwise need Deluxe or higher, here's how to start over and choose regular Free Edition:

The other free product (TurboTax IRS Free File Program) is fully-featured and can prepare all the usual forms and schedules. For example, in addition to Schedules 1-3 it can prepare Schedule C, D, E, F, etc., and enter K-1. But one has to meet one of the qualifications to use. It is free for both Federal and state returns. There are no fees or upgrades needed. See below:
To qualify for free 2019 federal and state tax returns through the TurboTax IRS Free File Program, you just need to meet one of these requirements:
