TurboTax cannot be used to prepare only "stand alone" state tax returns.  When you use TurboTax, the information flows from your federal return to the state returns.   If you have not prepared a federal return, or if you prepared a federal return using some other software, you will have to seek some other way to prepare your state return.   Try going on the state's website to prepare it.
