I need to file my 2017 State tax return, how do I go about doing that? I didn't file it last year and I am owed money. Can I file it with my 2018 State tax return?

I've already filled my federal for 2018 and have received my refund. I just need to file my state taxes for 2017 & 2018

No you cannot file 2017 and 2018 together.  Each tax year is separate.  You can go back and finish it in the software--it will cost you money to do that--or you can go on your state's tax website and get a 2017 form and prepare it yourself and mail it.
